A judge declared unconstitutional in Arkansas Wednesday, a ban on state promotion of placement of children in each household with a homosexual member.Ruling in a case by the Arkansas chapter of the American Civil Liberties Union, Pulaski County Circuit Judge Timothy Fox said the public agency of the Child Welfare Review Board had exceeded its authority when they try to adjust “public morality”.

Rita Sklar, director of the ACLU chapter in Arkansas, expressed satisfaction with the judgement.
“He has made significant achievements, and he accepts all that we are in the record rebuttal of the State why the regulations, including this ridiculous claims that gay people with a greater chance to do drugs or diseases, “said Sklar.
Arkansas lesbians and homosexuals can adopt children permanently and in promoting the specific prohibition is unique.

Fox cited the testimony of psychologists and sociologists, that man can be seen as gay loving and attentive parents as heterosexuals, and that children of gay adoptive parents can be as well suited as heterosexual couples.
If Kathy L. Hall, counsel for the state board, argued at the end of the process, that social mores against homosexuals as parents, Fox noted that women were once banned, voice and racially mixed marriages were in many country.
